Black Vulcan is an expy from Superfriends. I'm not sure why they didn't just use Black Lightning for that but whatever. Thunder and Lightning are his direct descendants so they inherited his powers. Static is an homage. In Irredeemable there's a character named Volt who is supposed to be a jab at it.
I think Jackson Hyde also has bio-electricity and Mile Morales does too, not sure what Miles' thing is. I get Spiders manipulate electric forces to wall cling but i've no idea why they made him electric.
