And back then, dragon balls did have limits. In the sayain saga, characters died in a way that could not be brought back anymore. There where rules that if you died two times, you where never coming back. But sagas later, they modified the rules so that any character could come back. Its why people claim the sayain saga was the best one, it was the only one in DBZ where you could geniuenly feel characters could be gone forever. The Frieza saga had a little bit of this with him murdering all the innocent Namekians, but then they all where revived at the end so who cares.
The problem with the dragon balls is that at first there where rules, but eventually they stopped being a thing. Then they added the namekian dragon balls and the god dragon balls, and now there cant be anyone dying or having a permanent negative fate because the dragon balls can fix it.

The show makes it clear he is still as bad as he has always been. He is seen in the broly movie still murdering innocent people and conquering planets. He killed a man's father who pledged loyalty to him just so he could use the rage of his son to murder two of his enemies. Frieza is still a horrendous dick. Not to mention how he still tortured people in the TOP and enjoyed making people there suffer. Hell, the very first thing he did once he was brought back to life was to murder a bunch of goons that showed up and try to betray his own universe.
The only reason he is more careful now is not that he had character development, its because Toei wants him around as one of the main cast.
