Has there been a supervillain that's only strong when his victims are within his grasp of influence but is completely pathetic to those outside of it?

eg. Hero A who signs to join a hero team is now vulnurable to said villain because said villain has connections in the group that can threaten the hero's livelihood, but hero B is barred from ever joining that group but is unaffected from the villain's threats.
