Imagine being a mutant with an x-gene and then some kid paints themselves blue and harasses people until they get beaten up and then claims they are discriminated against because they are a "mutant" and the whole media and world is saying things like "Well just because he doesn't have the x-gene doesn't mean he is not a mutant! Anyone can be a mutant!"
It would be frustrating for the actual mutants to have fought so hard to get a world where they are accepted, just to have people pull stuff like that and jeopardize all the work actual mutants put into it.
Also someone like Mr.Sinister or a new villain is creating these fake mutants and implanting X-Genes into normal humans. They're behind a lot of the push for acceptance so they can turn normal humans into their mutated slaves/soldiers. Everything isn't all blue and gold like original mutants think it is.
There is a flip side to being "accepted" and "equal" that's not really discussed in the whole narrative about people not accepting different people.
