Jess is a wet blanket. Not because of her activism/hippyness, that's fine... it's because she risks getting stuck in that scene from DBZ Abridged where #16 tells Gohan in no uncertain terms to sack it the fuck up and let his full power rip or else evil will triumph. She risks being the Good Person who does nothing and ergo allows the Bad Guys to gain ground by claiming to be a pacifist in a world where super powers are thrown around willy nilly. She's supposed to be a peacekeeper, yes, but whereas others fail to accomplish things because they make mistakes, Jess can be seen as failing because she *refuses to act.*
The Star Sapphire episode allowed her to figure out a solution without compromising her morals, and within the comedic tone of the show she's probably never going to be forced into a position where it's either compromise her beliefs or let a bomb go off or whatever. That's just not the tone of the show.
But from the outside looking in, it makes her come off as selfish, naive, and willing to let bad things escalate rather than make a big green fist with brass knuckles and deck a bad guy. She's like the plant girl from Sky High who was an utter fucking killjoy with a sickening holier than thou morals and wasn't even willing to practice using her own goddamn powers in order to hone them. Jess isn't THAT bad.
