but IIRC from earlier and later pages, its Tony wanting to enforce his no-burning-trash-after-6pm county ordinance on a federal agent who is trying to stop WW3. its just laughable how ridiculous, how petty, how *tiny* Tony is being here.
but thats nothing new. Civil War was writer-forced conflict, it didn't grow organically out of the storyline, and to shoehorn in the conflict it hadda keep making Tony and especially Reed out to be insanely dictatorial. then leave it for the individual writers to clean up the mess in their own books.
it did such character-assassination to Tony they elected to kill him off and reboot the character from a personality backup such that the current Tony never committed the Civil War acts. they never really redeemed Reed though.
