Fusion seems to be a metaphor for whatever they need it to be at the current moment, and a backdoor to representing things with aliens that they then go on to represent with humans.
It's like how Star Trek in the 80s could have weird genderless aliens and gender-reassignment (or DE-assignment as the case may be) long before you could tackle that material with human characters on network television.
