Since Jhonen had drawn JTHM full of hideous characters before this, he very obviously went out of his way to make Zim cute. He could've made him an ugly Ren Hoek type character if he wanted to, but he didn't.
I know Jhonen has said some BS about how his characters were supposed to be dislikable/ugly/whatever, but actions speak louder than words. I'm sure he just said that stuff because he was pissy when fans liked them in a non-edgy way.
