More importantly, a story that is all plot, doesn't allow its characters to breath, to show their mindset, to reflect on proceedings. Those are the moments where you can establish your characters, and show how they have changed. The King Pascal episode? Is not filler, but shows how Raps' patronizing can alienate even her oldest friend, You need that to establish that Cassandra later on has a point, when she criticizes Raps. Seraphina is needed to show Hook Foot having an inner life, having wants and needs of his own, otherwise he would be just another Shorty. The same goes for the other Lorb episode, which is all about how far the group is willing to go for their desires.
I don't know if you ever watched Wakfu, but in the first half pf the first two seasons, it featured a couple of football episodes that nobody cared for. The third season had to be trunkated for financial reasons, so no such 'filler' existed. That season is universally reviled, in part because it is all plot and no characterization, no time to reflect on the motivations of characters. It is a fantastic example of why such breather episodes are essential to a good story. It is what makes the characters, and thus the show.
