Peter's a bad father but there's no weight to his actions. You're rarely meant to see anything he does as anything more than a gag or even him and Meg as people. And then when it TRIES to force you to do that, it's even more hollow.
Clarissa and Orel are shown as people, and their parent's actions do real damage to them.
