It does matter unless the credits specify it is listed alphabetically or in order of appearance. Anna probably had more lines too.

The protagonist is the main character, the star, the hero the story follows. Anna was definitely the protagonist of Frozen. Frozen II still focused a bit more on Anna than Elsa considering how Elsa was dead for like ten minutes.

Dwayne Johnson didn't have too billing in Moana despite being more popular than Auli'i Cravalho.

Which is Elsa in Frozen 2. Elsa is the one called by the voice. Elsa makes the decision to start the journey (Anna just follows her just like Kristoff follows Anna). Elsa calms down 3 out of 4 spirits. Elsa travels across the dark sea seeking the truth in order to resolve the plot. Elsa finds the truth. Finally Elsa saves Arendell at the end. Meanwhile all Anna does, plot-wise, is tear down the dam. Pretty important, don't get me wrong, but there's no comparison to everything Elsa did. Elsa drives the story the whole times, expect those 10 minutes when she was dead. Elsa is the main protagonist. That's beyond any argument.

Frozen had Elsa perform the inciting action of running away. The spirits decided for Elsa to go on an adventure. Anna is the one to recognize Mattias & convinced him to let down his guard. Anna destroyed the dam. Anna gets the guy & the crown in the end.

Simply put, there is no reason for Kristen Bell to get top billing other than being the star. Elsa got shafted from being the star in her story again to make room for her sped sister who needs to constantly be seen as an equal when everybody knows she is nowhere near Elsa in prominence.

That's pretty much the same role Anna had in Frozen as well. Frozen was really about Elsa through Anna's perspective.

There is no reason for Kristen Bell to be listed before Idina Menzel. I don't believe Disney has ever billed according to name recognition.

If you think credit list is more important than actual content, be my guest. In the movie itself, it's plenty clear Elsa is protagonist whether you like it or not.
