Personally, I think they’d be capable individuals with any capacity for violence who are basically shoved into Jackets situation in Hotline Miami: Blackmailed by Heaven and basically held at gunpoint unless they comply to mass-murder demonic refugees, sending them back to Hell permanently.
They’re given masks to wear in the form of balaclava-like masks that have a weird neon light pattern that changes to fit the wearers mood. Not just faces, but symbols even. It’s hard to describe, but I hope you know what I’m talking about
