Frank-as-a-force-of-nature is brilliant in a comic, but I'm not sure how you'd pull it off in anything but a miniseries. For a thirteen episode run, you need a) a buildup of tension leading to massive beats, with violence given out in dribs and drabs, in order to keep people clicking to the next episode to see the chains finally come off and b) subplots to pad time and c) a relatable central character who you can relate to.
Frank doesn't do A, B or C. He hunts people down, kills them, and actively shuns others' attempts to relate to him, because he is not actually Frank anymore.
I would have loved to see a six-episode Punisher series, same cast for the most part, that's a straightforward adaptation of The Slavers. But Netflix was making serialized television with one eye always on the potential for another season. A faithful Comics Punisher doesn't really belong in that setting, at least not as a lead character.
