Season 1 was a Canada-US co-production, though you wouldn't know that looking at the credits, which don't mention Saban except as distribution in the international prints. But most of the writers were Americans, not Canadians, and the voice cast was almost entirely American except for Andy's VA who's a dual citizen. Music was done by Saban and Levy themselves.
In short, season 1 was primarily intended for the American market. When that failed because Disney destroyed Saban Entertainment and completely fucked up Fox Kids in its prime, the Canadian studio said fuck this we're going full Canadiana. Though they did team up with Saban's leftovers in Paris for season 2, SIP a.k.a. the studio that did a good chunk of Jetix Europe's shows.
