The Egg Bosses were fun because they gave Eggman a group of cronies he could menace that weren't just his own robots.
Orbot and Cubot don't much of a choice, but the bosses all joined Eggman willingly, each with their own reasons and loyalties. It was great to see the different ways Eggman impacted the world.
