then we have the current Sorcerers Supreme of the involved dimensions, Merlin and\or Roma, avatars of Lords of Order&Chaos(cfr. Doctor Fate), avatars of the locally involved Gods(Moon Knight HATES this because he ends up not understanding what's actually happening most of the time) as well their champions and main agents(Diana, Kaine trying to be hardcore, Billy not letting him, etc)
then everybody else, who usually are people chosen for their specific abilities.

The only reason Doom lets them is because he bugged their level. Thanos did bug it, too.
BTW, the Phantom Stranger, who, like The Stranger, could easily be in the highest level, usually shows up only in the lowest level... except when it's to be as cryptic as possible with Strange.
He ACTIVELY tries his hardest to talk with Strange in the least comprehensible way.
Constantine does his best to be as creepy as possible with the younger members, so they would keep their guard, as a way to keep them safe, among other things.
Hank Pym and Wally are expected to join(as Third and Second level respectively) at some point, if they manage to survive enough to actually mature spiritually enough
Hank end ups SCIENCE!ing his own Second Level-equivalent Cosmic SCIENCE! Council Room and Wally did literally skipped to the Highest Level being basically Speedforce Bullshit God.
