You can pick apart which episodes introduce key characters and their pay off. A lot of them are just Joker and Penguin fillers. Even those key characters get sidebarred, like Yin, Gordon, and Batgirl.
Not to say this, B:TAS, or Brave and the Bold didn't have any continuity. They did and had two or three-part arcs. The only Batman cartoon that is close to "bingable" is Beware the Batman, which had two major story arcs and even the "filler" episodes were filled with character development and foreshadowing that paid off in later episodes.
