Flash -> going to go for a weird pitch on this one, but Akemi Homura. Time Stop and Superspeed and functionally identical most of the time, and she opens up weird time travel plots too. Itas hard to pin down someone in anime who has superspeed alone as a powerset, usually anyone in anime that has superspeed is also packing super physical abilities across the spectrum. Like Dragonball characters.
