I don't think that's real. Programs like toon boom and Animate render directly from the program instead of taking screenshots of the animator's screen, so this is particularly odd.

If it were screenshots it would be even weirder, since there are like 3 cursors.

My guess, they were suppose to be some fish sprite, but accidentally replaced it with a cursor sprite that was still in the default library.

Yeah but the water shimmer was probably done in post, manipulated from a video using filters. Very common, and obviously easy to miss.

There wouldn't be so many of them moving so regularly if it were uploading. Clearly they were supposed to make an asset of a fish but for some reason it never ended up in the final render and whatever program they were using defaulted no-asset into mouse cursors and nobody noticed because it was so small and kind of blended in.
