A character doesn't need to have unique disposition, unique function, unique anything in order to make them feel as if they are worthy to bring over. Theses things, while they may play some difference in the quality, they also aren't not needed in order to bring back someone. No specific Sonic character is either worth or not to bring over. Theses kind of claims just breeds bias, subjectivity, and flame wars, and it all revolves around mere personal preferences, causing deeper and further divergence between the Sonic fans.
I dislike Shadow for motives of that other Sonic characters does better rivalries with Sonic, other characters manages his archetype better, I think edginess has no place in the franchise, and others. Does that mean I want him begone? It may appear so at first, but actually, I don't, not at all, because I'm fully aware he has got new unexplored potentials, always, to explore in terms of writing, which once explored, it brings benefits of pleasing the old fans greatly, while bringing new fans. In fact, it may even make me finally convince to like him.
I don't find any of the Fleetway characters engaging and good. Should they therefore vanish? No. And the motive is refer to above.
Manic and Sonia? Phooey. Stop using them then? Nah. Again, see above.
None of the IDW characters interest me. Oh, then let's extinguish them and pave the way for our beloved old exclusive characters? No, I never said this. Again again, above (and make them coexist).
And so on.
All and any Sonic character is worth to bring them over (or AT THE VERY LEAST, most of them), no matter if you like or dislike said character. Rather than just targeting selfishly for yourself only, perhaps try being sympathetic for others, bring back every dead character from before, and finally, give them good writing, which is something both Penders and Ian are severely deficient at.
