Thomas Wayne may legitimately be running to make Gotham a better place, but he's doing so by shitting on the lower class.
Murray is just doing his job to make people laugh and have a good time, but he's shown as belittling a clearly struggling individual.
The guy that gave Arthur the gun did so to help Arthur protect himself, but he clearly made fun of Arthur during his time there, and then tracked him down to cover his own ass.
The movie isn't saying white men are evil, it's saying that people in power often make shitty, self-serving decisions, and usually those people are white.
