When Doom had the Power Cosmic it was him, not Latverian personnel firing nukes that was the threat. Nuking Latveria or him at the time would be futile, and nuking it after would be needless. Killing him would be sensible, but good luck there.
No one but a few Avengers knew or remembered the Purple Man fiasco, along with any scenario where he acts outside the observation of anyone on Earth.
Nuking Latveria for Counter Earth or International Supervillain antics is again a senseless gesture. It doesn't stop the act or Doom's future efforts.
Doom attacking various countries is grey, since in cases like Doom War it is via Latveria, and in those cases Wakanda and others did retaliate, but usually it's Doom acting solo so it goes back to the question of killing an entire population for one psychopath.
Now Doom (seemingly) using Latverian nukes from a Latverian missile silo to destroy an international effort to combat global warming because his name isn't on the overpriced recycling bin and then seemingly photobombing coverage of the ruins with his boys dabbing on the structure and dead innocents, that's more directly? It's a 1:1 thing, it seems like Latveria, not just Doom, suggesting that unless they get to win no one in the world gets to play and they're taking your ball, not theirs, yours. The implication therein is unless the myriad Latverians involved are threatened into surrender or death this sort of thing will persist. Not happen on and off like Doom's supervillain antics, but as a national act of terrorism against all other countries. Like Wakanda's army rolling up with the Avengers to Latveria once Doom was using it as an active front in his takeover and not just a base of operations, the Nukes flying to neutralize is due for this one.
