I don't know the layout of DC, but I can imagine marble tiles being cracked and pulverized as Rhodey is stomped on. A circle of dust and debris is ejected around him as he strains to get a grip. And just as President Evil is gloating about squashing him, pitons and metal guylines shoot from War Machine's legs into the ground. His wrist guns pop off, and his bracers unfurl into heavy industrial looking claws that are joined by his machine gun mount unfurling into a third claw. Rhodey calls for his unibeam to go to overload, and as he pulls the mech up and over his shoulder he fires a blast from his chest that scars his armor and LAUNCHES the mech up and over the National Mall. Throwing out his limbs, scattered guns, missiles, grenade launchers left behind from the previous battle are magnetically locked to his body in an instant, and he gives chase, blasting large parts of the mech away, swapping out weapons as they're spent, even stealing some right off the hull of the falling giant robot. He's only just able to spare national monuments from major structural damage as the machine lands, and he makes for the cockpit.
Of course, President Evil launches ALL THE NUKES to distract Rhodey. Who is already at his limit with being a fusion of man and machine. But as that would be an Avenger level threat, he'd better have some backup. Have Captain Falcon come to arrest the president while he intercepts the nukes. Maybe by rushing to a SHIELD decomissioning site and borrowing the remains of Project Insight.
