Because the dark matter people kept blowing up suns, you see, Petey has set the galaxy to war, and discovered where all the immortals are - In world-ships on aforementioned dyson scale brain-stacks of post-singularity dis-corporeal existence.
One of the interesting "war crimes" in the story is the Soul-Gig. An equal parts mix of some math that maps out the waveform of a continuity-in-conciousness, and the terraport, a series of micro-space-folds through which you are moved, molecule-by-molecule-in-place-at-once anywhere in plus-galactic scale. Interestingly enough, the effect requires background gravity, and has problems going into dead space, between galaxies.
Point being, during a planetary siege, the Unioc Homeworld is under attack by the dark matter entities, due to have their sun go nova in like too-damn-soon-to-evacuate.
So Petey taps the head guy of local martial law and says "hey, I can save everyone, but it's going to have costs." Do it, the man says.
The galaxy gets to feast on newsfeeds of every single citizen of the planet falling over dead, life literally leaving their eyes, as some 10ish billion people are folded out of their bodies and shoved into a matrix, instantly "evacuating" the planet.
I love it's slow, gradual pace.
