Even if there was some sort of rebellion there's no coming back from all they've done. If the empire dissolved for any reason irkens would still be hated across the galaxy and hunted down.
They've chained themselves to AI that dictate their lives and fling them further forward into violent destruction and oppression.
Even "defectives" like Zim are either executed, relegated to slave labour, or banished. They've literally neutered themselves so they can be continued mechanically, to match the rest of their automated lives.
Even if they won and completely dominated the galaxy, what then? Expand beyond? What if they can't? Would the infighting start then, at the behest of their limitless desire to overcome any competition?
They're evil, they're monsters, but still, tragic.
