They should honestly just keep him locked up and let him loose on planets deemed "unconquerable." Not as an invader, but as his own special classification, where they send him to a planet, give him whatever the fuck he wants, order him to not use subterfuge or disguises, and just fuck shit up. He sucks as an Invader, but as a Doomsday Device.
