With that said, I'm vaguely aware of some show note about Dib liking Zita (and he does scream her name in concern during one of Zim's meltdowns). I could be misremembering.
There's some argument that Dib liked Tak - but Tak was also astute enough to manipulate Dib into telling her anout Zim under the guise of genuine interest in his theories. Dib didn't know she was an alien ("I like Tak!"). Dib may have had a crush on Tak but only so far as she was a pretty girl who seemed smart and interested in him.
Once Dib discovers Tak's an alien, he shows no remorse about kicking her ass and stopping her. It's likely he would feel the exact same about FemZim.
So Zim's gender is ultimately irrelevant to the show at all.
As for Dib - Zim may mock FemDib for being a girl if he learned such remarks like "you throw like a girl" are condescending. FemDib would be ostracised for similar fashions, but the bullying may manifest as her being asked out as a joke, getting the Carrie treatment, verbal abuse, smeared makeup, etc. rather than the wedgies and physical abuse common to bullying of males (at least that was my experience being bullied as a girl). Because of Dib's fixation, Professor Membrane may argue that his daughter is in love with Zim - a prospect his classmates find revoltingly hilarious. Zim obviously finds humans FILTHY and would not love FemDib anymore than he loves BoyDib. Zim MAY conflate his dependence on Dib's disdain ("Mopiness of Doom") with romantic love ("I can't live without you!") so maybe he'd propose not understanding the meaning. Zim hates Dib anyway anywhere.
Dib being a girl would only change superficial aspects.
