It's a complete non factor if every other person can just add themselves to the code. So clearly it's not just something you can just do with ease, or even should do.
Also, while Turbo added himself to the code, he is a literal supervillain, and even his implementation wasn't great and he couldn't become a permanent addition. Vanellope is tossed into an online game that's constantly updated and actively worked on, it makes no sense because this is a game that is still being coded. Turbo's whole worry was that if Vanellope finished a race, he would be removed from the game because he is working with tampered code.
