Personally, Jenny looks best with just the eyelashes. Her mouth is actually aqua colored so it already has the suggestion of lipstick and her expressions tend to not work well with the eyeshadow. The cosmetic edits would look good in stills but contrasted against Steven Universe its hard to imagine her facial expressions being improved with the makeup (save for lashes). She's a really well designed character and isn't really lacking for much.
The gems however are substantially improved in a way that Jenny isn't. They have all of this extra blank space in their faces and the cosmetics actually makes them more expressive. Jenny is more stylistically abstracted and moe, you can't add onto her without breaking the aesthetic of the show. She's perfect, basically.
