Hordak already lost everything and was deep in the muck of decisions/actions that resulted in him having no one. He essentially hit rock bottom decades ago and had nothing for himself and was still stuck in the rut of being a failure. But for Hordak, he found Entrapta and she told him plainly that there's nothing wrong with having imperfections and you're beautiful as you are. And Hordak believed that and he started pulling himself out of the black hole he found himself in, thanks to Entrapta's helping hand and the willingness to accept help from someone.
Hordak finally cared about someone, seen himself as being worthy of that and was starting to let go of his past and look to a future.
Catra, on the other hand, literally stopped caring about herself and others and wallowed in her self pity and she tore away her connections to the people that did love her. She became selfish and only thought of herself and put her wants over others and manipulated the ones that loved her to the point of being an unrecognizable monster covered in darkness.
Hordak was finally crawling out of his issues and Catra was falling in hers. But now, thanks to her actions, she's dragging Hordak back in, thanks to her removing the one element that finally make him feel worthy.
