Basically, yes, a lot of her normie appeal comes from her character design. Her suit, obviously, is fantastic - I think we can all agree it's the reason Spider-Gwen ever became popular in the first place. Beyond that, "cute blonde girl with a ballet aesthetic" is more accessible than "Asian schoolgirl in a giant robot". Peni's no big deal to comic fans, who are used to eclectic character designs and concepts, but to the lowest common denominator it's just a little too out there for someone with Gwen's prominence in the movie. It might work as the protagonist, where you have time to feel out the concept entirely, or as a tertiary character like Peni was, but Gwen is in a nega-Goldilocks zone where, if she were merged with Peni, the concept would be prominent enough to be distracting without being prominent enough to be explored properly.
