Even if 06 could have been 100% finished, that FF7 ripoff tier story and nasty forced human x animal shit they pulled, plus every element that made Sonic Sonic in the 90s being removed entirely, would still have made 06 shit. It was always destined to kill the series like many other platformers trying to stay hip and cool with the current generation instead of doing what Mario does and stick to what made their franchise identity, identifiable.
Unleashed was the most soulful Sonic game since SA1 (speaking originally, as in generation would have been Mania) but they fucked it all up thanks to the GoW ripoff half of the game, which killed anyone's hope for the game despite the really polished boost gameplay for a time speeds so fast wasn't normally possible at such HD resolutions (even the game struggled with that in itself). Both had soul, but neither was good. I get the idea that "things can still be flawed to be good" but if you don't improve, everything is pointless. This is Evolution, things are meant to abandon the current for better. Objectively, Generations is superior to Unleashed, despite not being as original. Mania is just the same, just for classic's side of things. Passion shouldn't mean "unpolished mess". Jank is not objective to the quality of a product, it's the limitation of ingenious to fix the problem and letting the rest of the product's quality carry itself.
