Firstly, the motion is proposed by a faceless individual. This means either it was a goon, and therefore disallowed from any high-ranking league matters, including proposing and voting on measures or actions. Or it was a formal member to cowardly to show his face, which is required by the Legion Charter to have any say in meetings. This is quickly followed by another faceless individual, who agrees with the first one. Then Serpentor votes against, then the..Cat and a red lantern votes against. Then, what I assume to be the first faceless individual counts up the votes so far, then suddenly declared that "5 votes will decide the majority". After this, Jackle bursts into the room and declares his own support for the measure. Penguin, in his only act in the meeting, declares support as well. Finally, a comment from another faceless individual previously is interpreted as support. Now that this summary is finished, I shall issue my conclusion.
I have already mentioned 2 things: Firstly, any vote to "ban" a member of the legion is illegitimate, for only Luthor can do such an action. But lets suppose that this vote is "legitimate", and a way to get rid of legion members. Then you run into the 2nd issue, that both the measure and the majority of its votes were made by faceless individuals, who do not have such a say in legion matters. But still, there is more. The Penguin, by which my perfect memory tells me, has not been attending recent legion meetings, yet last one he appeared...To suddenly vote in this measure. Then finally, with dramatic timing, the Jackle reveals his revival and votes to cast Azula out...
My Mind can only conclude that, excluding the Jackle, all who voted "Yes" on this measure...
