The Death Note esque keikaku is a million variables ending in one path where the guy wins no matter how improbable it is that he'd be able to anticipate these things.
The Xanatos Gambit, which is Greg's thing since he basically started it with Gargoyles is where you have a plan that has 10 different outcomes all of which you at least partially win. Like Luthor said here optimally Donna and Garth would have died before the Outsiders showed up, but he still got mostly what he wanted.
A keikaku only has one good outcome it has to reach. In fact both of Light's master plans have only two outcomes. He successfully gets Rem to kill L or Rem doesn't do it and L has proof that Light is Kira as a result (this works in his favor) or Erasing guy kills all of Light's enemies in one swoop when he leads them to him, or he doesn't and Light loses because he just exposed himself. And that time it doesn't work because one thing went wrong. And Light is ruined and loses everything as a result because there's no b c or d outcomes where he still wins just slightly.
