I don't really care what Millar says, the average writer's fingerprints on a character lasts all of about zero seconds after they stop writing the character. Her parents are mutates, her brother is a reality-warper mutant, and she has a superhuman intellect. The obvious conclusion is obvious - her intellect actually is super-human, its the result of a mutation.

If you're pissed off about her just being magically smart you'd think you'd *prefer* this conclusion.

I mean, considering that he was the one that made her a super-genius to begin with, I would say that his explanation for that is rather important.

Anyway, it's not like any other writer has said that her intelligence is a super-power. There's no story, no book, no page saying that. It's all headcanon.
