The problem with that movie is plot, not casting.
Kusinagi’s body is supposed to be a blank. The audience is supposed to know her thoughts, but not who she is. She was the first cyborg, transferred into a primitive adult robot body at a young age. Neither we nor the characters around her are supposed to know the truth. How old is she? Was she male or female originally? Are cyborgs just AI copied from a personality that died with the flesh, or in a world where everyone has a computer in their heads are artificial AI just people without a body?
We know the first public cyborgs appeared around 30 years ago, but research is much older and at times she seems to relate emotionally as an equal to the old man leading the organization. The first cyborgs could only sexually interface mentally, and only with same gender bodies so cyborgs were chaste, trannies, or prison gay. Kusinagi has two girlfriends she has mental sex with, a boyfriend she has physical sex with, and taunts her coworkers who are curious by “letting slip” references to having had teenage boners or menstruation despite everyone knowing she was a cyborg before puberty so its obvious lies.
She chooses default bodies rather than custom ones since they are cheaper and she blatantly says she feels no connection to any physical body, so looking like her original self as an adult would mean nothing but a bigger bill.
But the movie gave her a stupid backstory that destroys what is literally her #1 character trait. Being a mind unconcerned with the physical world, caught awkwardly between human and AI and isolated because of it.
