You don't care about characters if they get replaced all the time like in the comics. If you rotate the cast once the(ir) story is concluded, then you can still care.
Just look at 400 Days. It was nothing but vignettes with a varied cast and most people liked damn near all of them (personal favorites being Vince, Dwight, Russel, Nate, Justin and Danny), to the point where they were annoyed that their appearance in season 2 was no more than a brief cameo with no narrative weight.
This is why Seasons 1 and 3 are so good in a narrative sense. They are largely self-contained and each major character has a point and at least some kind of arc. Season 2 felt like a mish-mash of ideas that got polished a little before they decided "fuck it, 2 drafts are enough".
