When they went to Tamaran in "Betrothed" they showed that Tamaranians are all Viking-like savages that marry off their daughters, eat live animals, beat the shit out of each other and are basically your stereotypical warmongering race of savages.
Then in the flashback origin episode, when the characters meet Starfire for the first time (after she'd been sold into slavery by her own people), she is exactly like all the other Tamaranians are depicted. She's crazy, violent and destroys everything in her path without a single care for other people who are in her way. Starfire didn't become a li'l sweetheart until she lived on Earth an adopted Earth customs. She had to learn NOT to be a crazy bloodthirsty savage like the rest of her people.
So yes. Troqs were marauding pieces of shit and Starfire literally was "one of the good ones" because she had to adopt another culture in order to stop being like a typical Troq.
