Actually that could work. Keep her wheelchair-bound for one episode while setting up Oracle, then have her return to her Oracle Lair or whatever it's called whenever the other girls are tasked with fighting an enemy that would be too dangerous for street-level heroics like Batgirl.

You can even keep her in the wheelchair even though her legs aren't broken because it's faster to wheel around the bird's nest instead of walking.
