Should be theoretically possible.
Genie was able to bestow phenomenal cosmic power to Jafar, but because he wished to be a genie himself, Jafar got the itty bitty living space that goes with it.
Before that, Jafar already wished to be the most powerful sorcerer in the world, and that alone basically made him a genie. He was able to do damn near anything already. Transformations, transmogrifications, telekinesis, levitation, able to launch entire palace towers to the other side of the planet all on his own with little to no effort, he was already able to do some hypnosis/mind control so that was probably only made stronger, creating matter from nothing, magical attacks n' shit, and so on and so forth.
But I guess he wanted to be able to create galaxies or something, so that extra nudge toward godhood in being a genie was more attractive than just enjoying his assured victory. Just rewording his wish a little probably would have spelt doom for the entire universe, but urgency leaves little room for thinking things through.
