First off these cartoons were made in the 80s/90s when the US economy was booming, and Regan had basically removed all laws that prevented cartoons to just be toy sales, so they became that, and there was a ton of them because there was a ton, and I do mean A TON of action figure lines.
after 2008 the economy has been utterly shit, so less money to buy toys, that and kids also got their games
around mid 90s Power Rangers became a big thing so companies started aping that, while cartoons got a bit more comedy focused.
Action Cartoons needs toylines to do well to sell, but your more comedy focused show don't
Basically all kids shows now air on kids networks, CN, Nick ect, and they don't really want action cartoons, expecially CN, they will sabotage any DC hero cartoon they're forced to take by WB, unless it's TTG.
And why spend money on make new ones when you could import anime, which is what also happened in the early 2000s
nowadays it's mostly about making tv shows work on streaming services and action cartoons are making a slow comeback, but we will never see the sheer amount of them there was in the 80s
