The likelihood of confusion of the Pikachu in OP's pic with an actual Pikachu is very high, meaning it has to be licensed or used under fair use. It's not "like using a picture of Pikachu in an article" because reporting news is considered fair use. OP's pic is in no way a commentary, criticism, or parody (it literally says nothing about Pikachu himself except that he's a "star"). Pic related is an actual editorial cartoon that is fair use because it provides commentary, criticism, or parody.
The reason these Heathcliff cameos happen is becuase Heathcliff is published by Creators Syndicate who work with Disney, Nintendo, and the rest of those big media companies, and they can easily license these characters.
