In Civil War, when Steve tells Bucky "it's wasn't you" for what Hydra made him do, if people interpret that as "Steve never lets Bucky move on", it's in very bad faith. What was he supposed to say, tell his friend "Hey Buck, yeah, it was all on you"?
Further, Steve would rescue anyone in a position where they're accused of a crime they didn't commit, if it meant he'd save an innocent.
Bucky stans are the ones who make everything Steve does about Bucky.
How much of fan interpretation in fics gets mixed up as canon? I'm not saying you're wrong. Just that it's not the only way to interpret how Steve acts.
I'm glad Bucky didn't get the shield for exactly this reason, to not be pigeonholed as Steve 2.0. He needs to live his life and rest, until he decides if he wants to fight or not.
