Lex is an extremely narcissistic, sociopathic, maybe even psychopathic control freak who hates Supes out of pure envy because Superman has done more for the country, even planet than he ever could. The fact that Clark has managed to outsmart Lex, even defeat him are blows to his massive ego that he never can recover from.

TL;DR Lex's problem is he's mentally unhinged, a more sophisticated version of the Joker if you will.

One of the big plot points is how Luthor wants really really really badly to be Superman and have superpowers too. And he knows at least several different ways to give himself kryptonian powers. So why doesn't he do it and give himelf powers too?

If China can do it, he should be able to. General Lane had his army guys whip up a Superwoman suit that also perfectly gave kryptonian powers. He could at the very least give himself speed force powers any time just by reciting an equation

The guy had a genuinely nice life with his family and the only reason he hates Captain Marvel is because he keeps foiling his plans.
