She was forced into an adversarial role with Poe to create fake out drama that didn't really matter just so they could explain why the Resistance was dicking around for most of the movie until Finn and Chow Yun Fat got their own shit done. We're supposed to be cheering on Poe right up until Leia shows up and we think she'll back him up only to shoot him in the face. But it's all cool because Holdo actually really likes him.
Being a fakeout villain that we're suddenly supposed to love who pulls off a controversial ramming sequence, man there was no way she was NOT going to be a controversial character. Her character and planet writeup isn't really helping. It's like she was designed by committee to make any complaints about her character easily hand waveable away because you're being... well, you can guess. We've seen it enough.
I feel the same way about Rose. It's not the actresses fault, and she didn't deserve the internet hate, just because the writer/director specifically wanted her to feel like she didn't fit in Star Wars. Doesn't help that their diversion to New Vegas didn't feel very interesting and leaves the audience with the sense that these two are extremely bad at their jobs. They're supposed to find The Master Codebreaker, the only one who can pull off this amazing job that involves actually invading Snoke's own throne ship, so naturally they grab the first bum they can find who can short out a mall cop holding facility with a chewing gum wrapper.
