How powerful they are is irrelevant. They can't, logically, interfere in the story since they aren't IN the story.
The one among them who did was basically destroyed by the experience. The implication being that the Monitor we knew was basically what was left of the 'original' Monitor that entered reality as a scout sent by the Overmonitor, and when he returned - I suppose when the Monitor died in COIE - he inspired the existence of a whole race of Monitors, who from that moment on had always existed.
