That concept did not originate as a critique of catcalling (which in the show is a negative because Johnny Bravo is the one doing it in the most annoying and self-defeating way possible), nor 'toxic masculinity' (Johnny Bravo's obsession is less with masculinity and more with 'things he believes that women find attractive', several of which such as the elvis impression are horribly outdated or at the very least shallow mimicry without any real understanding), nor even unwanted sexual advances (Johnny Bravo is rejected so often because he is an idiot and tries way too hard, in much the same way that Coyote will never catch roadrunner). Instead, the concept came from the fact that a stereotypical jock horndog who in fact is deep down the exact opposite of what you would expect from a jock horndog is a funny contradiction.
It's like how Kronk in Emperor's New Groove is funny because he is a dumb muscle henchman who is a badshit insane good natured manchild. Or how Zoidberg is funny because he is a doctor who does not understand human anatomy. CONTRADICTIONS ARE FUNNY.
