It's because for villains like these, part of their appeal is IN their ability to stay in the shadows and appear only when it's convenient for them. In a 1 on 1 fight, Kira almost always loses, and really only wins when he's able to either corner a weaker opponent, or force a stronger opponent into a near unwinnable situation. In short, he always avoids direct conflict when necessary.
The problem with villains like Toffee and Bill, then, is that their endgames focused very heavily on having a big, all out assault, which works well for huge, imposing, bruiser types who can tank a thousand hits and still look cool doing it, but stealthy conniving motherfuckers look either cheesy or stupid doing it because it inherently betrays their character design and set up.
If a character like that is out in public, it's because they're either in disguise (if only hiding in plain sight), or it's because they're minutes away from death, because for bad guys like this exposure is, in itself, a form of death.
Neither should have been the endgame big brawl out boss. At best they should have summoned something far worse to do their bidding, or fundamentally transformed after their job was done into a form more befitting of a final boss.
