Already done but DC could always use more Breast Expansion/lactation in its universe.

In her origin Powergirl had regular boobs like Supergirl (of which she's a version of). The artist decided to slowly draw her tits bigger and bigger every appearance until editorial would notice. Editorial never did and now big tits are part of Powergirl's character
