By placing spongebob's house on the left side of the town, with spongebob descending from the right, they get to maintain his orientation into the next shot, making for a much smoother transition between the far and close shot without needing additional zoom levels.
It's good artistic economy and good composition. I miss the skill of hand-drawn animators.
